Maribyrnong City Council's Early Years Team provides a Central Registration System (CRS) as a single point of entry to fair, transparent and equitable access to early years services for all eligible children.

All local community based children’s services participate in the CRS, working in partnership with Council to facilitate registrations for Long Day Care and Four-year-old Kindergarten and Three-year-old Programs in the City of Maribyrnong.

Registrations can be made anytime after the birth of a child.

• A child must be at least four-years of age on or before 30 April in the year they are eligible to attend funded kindergarten.
• A child must be three years old prior to attending a three-year-old program.

Families are encouraged to:

• Contact services and arrange to visit before completing an application form and only nominate services where a place will be accepted if offered.
• Attend the three-and-a-half-year-old Maternal and Child Health visit with their child, if not already done so, before starting kindergarten.

Application Fee

A non-refundable fee of $20 per child is required with the application. There is no charge for families with a current Commonwealth Health Care Card, a Commonwealth pensioner concession card, a Department of Veteran's affairs Gold Card or White Card or families that hold a temporary protection, humanitarian or refugee visa.

Online Portal

The Central Registration System is now online. The online portal will enable families to register for community based child care services, funded four-year-old kindergarten and three year old programs.

Once an online account is created families will be able to view their current registration details, add or withdraw registrations, update their details as required including nominated service preferences, respond to kindergarten offers and make online enquiries at any time.

If you have difficulties creating a new account or if you believe an account exists but are unable to log in please contact Maribyrnong City Council Early Years for assistance on 9688 0116 or email

Priority of Access Criteria

Priority of Access criteria are used to ensure fair, equitable and transparent allocation of Long Day Care and Kindergarten places for all eligible children where there are more waitlisted children than vacant places available. This recognises Commonwealth and State Government requirements and incorporates local area criteria prioritising families in the City of Maribyrnong.

Commonwealth and State Government Priority of Access Criteria

Assisting Vulnerable Children and Families

The CRS and partner services support State and Commonwealth government policies to promote participation of all eligible children, including those that research demonstrates are less likely to be enrolled in early years services. Vulnerable children and families referred to CRS are:

  • Given highest Priority of Access
  • Not held back if unable to provide supporting documentation on application or when allocating places
  • Continuously flagged through updating of data and CRS allocation procedures
  • Referred to and supported by professionals working with vulnerable families with prior consent, such as local area Family Services, Early Years Networks and Referral Agencies/Organisations

Some families and children may identify as vulnerable because of their particular circumstances. This may include children from families with a low income or experiencing problems with housing, domestic violence, substance abuse or mental health; having a young or sole parent, or a parent with a disability. Families that identify with any of the above circumstances may contact Maribyrnong City Council - Early Years on 9688 0116 for assistance.
