Little Saigon Precinct Activation

A Precinct Framework Plan (available below) provides a vision for the future development of the Little Saigon precinct (bound by Hopkins, Moore and Donald Streets) in central Footscray.

The Plan Includes

  • A new plaza/small park on the corner of Leeds and Byron Street
  • A new building with ground floor shops activating the surrounding streets and four levels of car parking above
  • Streetscape upgrades making the streets more pedestrian friendly
  • Provision of 100 new on-road car spaces
  • New street trees
  • Saigon Welcome Arch on Leeds Street

Process to Date

Revitalising the Little Saigon Precinct (including Byron Street car park building) is a priority project identified in the Footscray Masterplan and Footscray Structure Plan. Council considered the Little Saigon Precinct Activation Plan at its City Development Special Committee Meeting- 13 July 2013. Community input was sought in 2013 and 2014 with strong community support for the Little Saigon Revitalisation Project. Feedback included support for additional car parking, improved community and traffic safety, enhanced environmental performance and additional open space.

A planning permit for the new plaza and retail / car parking building was publicly advertised in December 2014, and a planning permit was issued in February 2015. Following a competitive tender process, construction contractor Devco was appointed to construct the development in October 2015 (development plans available to download below).

Saigon Welcome Arch

A key project of the revitalisation is the Saigon Welcome Arch (corner of Leeds and Hopkins Streets). The arch, funded by State Government, Council and community funds, was launched on Saturday 17 September 2016 with government and community representatives officially welcoming it to Footscray. The Saigon Welcome Arch was designed with input from key community stakeholders and public consultation on the concept plan was undertaken in May 2015.

Council endorsed the design and name of the arch – Saigon Welcome Arch at the July Ordinary Council meeting.

Construction and Next Steps

Construction of the Retail and Carpark is well underway and scheduled to be completed in early 2017. Pedestrian access will be maintained throughout construction however, vehicle access will be restricted at different stages of construction.

As of 18 April vehicle access on Byron Street, between Nicholson and Leeds Streets, was reduced to one lane flowing in a westerly direction. Pedestrian Access will be maintained at all times. Traffic can still access the Market roof top car park during this time, however entry is via the Leeds St end of Byron St and right turn exit only.

The southern service laneway will remain closed to vehicles during construction with the western laneway undergoing periodic closures. Businesses and property owners have been advised and will continue to be kept informed.
