Her passing is an enormous loss to our community, who she has worked tirelessly to support over her 16 years on Council.
Council acknowledges and appreciates the many messages from its community for Cr Sarah Carter, who has been recognised as a fierce advocate for her community, and someone who led with compassion.

Oh Sarah, where does one start! From first meeting you when you worked at Hume City Council it was clear you were a switched on, compassionate person. Always helpful and incredibly kind. You then rightfully got elected to Maribyrnong CC, where you flourished and were much respected. Over the years we have kept in touch, I remember the last time we spoke, I was sitting on the beach in Cairns and encouraging you to keep your life balanced! Something I’m now learning to do. She was the hardest bloody worker I’ve ever seen. I’m not just saying that she really worked hard all the time. She had a tonne of passion in everything she did.
It’s been amazing to see what she’s accomplished. From a bloke to lives in the Mornington Peninsula I watched from afar all the great work she did and would smile when she popped up on media. I was always hoping she would become PM.
I never cared about politics too much, but I knew she had a huge heart and any community she was involved in was in great hands.

To say this is a devastating loss for our community is an understatement as Sarah worked tirelessly for the people of Maribyrnong for over 16 years as councillor. I worked with Sarah at Maribyrnong when she first joined Council and I was in the planning team. I never would have thought years later she would be a great ally in Westgate's pursuit of an indoor stadium to support youth sport in the inner-west.
I can say without her passion and leadership as Mayor for Maribyrnong, the McIvor Reserve Stadium would never have had a chance. She suffered a great amount of abuse for her support of the project and used up every bit of capital and energy she had to get it approved. This is what great leaders do and that was Sarah.
Sarah was also a great communicator and fun person to have a chat with. Even while being run off her feet at a community event, she always found time to say hello and have a laugh with my wife and daughter. You couldn't find a better role model for future female leaders than Sarah.
Sadly, we never got to catch up to properly celebrate her achievements. Sarah was always on the go with her Save the Children gig and her other community work, so we kept putting it off. I'm so sad that our last catch up will be at the celebration of her life, but it will be with a smile and reflecting on a life well lived.
Thank you Sarah for all you've done for the people of the West. You made a difference and you are missed.

We mourn the loss of a brilliant young woman full of life, love and hope for the future, and a dear friend of the Australian Parliament. Sarah was a passionate advocate for her Melbourne community as an Emeritus Mayor and much-loved Councillor. Sarah was a champion for humanitarian aid in her capacity at Save the Children. She worked for a decade to improve the lives of thousands of vulnerable women and children across the globe in developing countries and made a very important and lasting difference. My first memory of Sarah does not involve me. It involves my husband. It was 2012 and he was in a park in Maidstone with our kids when he saw Sarah taking photos of the park. She came up to him, introduced herself and asked him what he felt the local issues were.
Soon after, when I had started the first Setting Sun Film festival, she contacted me on Twitter and asked whether I would like council support. She had become aware of the festival months earlier and had started following me on Twitter. At the time, she told me the festival was a great initiative the community needed. It was a small gesture that changed my life because my initial application for a council grant was knocked back. But she believed in the project and asked staff to support it.
These two examples illustrate her character. She was an authentic person; someone who walked the streets in the City of Maribyrnong, off her own initiative, and got to know her community, the people in it, their issues and their work. She was curious and interested in people, acknowledging the local people in her community doing good things, supporting and elevating them. She knew everyone. She went out of her way to help others. The people and groups that benefited were many – CALD groups, women, children, LGBQTIA+, local businesses, artists – her focus was broad. Her reach was both grassroots and international.
Earlier this year, I won a Civic award for my work on the festival. Happily, she was in the audience that night. I’m grateful I had a chance to thank her publicly and acknowledge her role. It was a full circle moment and great to share a glass of champagne afterwards.
Sarah may have been a super accomplished individual, but she interacted with everyone in a warm, friendly and down-to-earth manner. She could be vulnerable too, sharing details of her IVF journey or her love life. This humanness endeared her to people.
It is said that a person should be better for having known you. That was true of Sarah, which is why today she is being mourned by many. It’s unfathomable she could leave us so soon. Let’s be grateful that she was here at all. She was a beautiful person.

It is with deep sadness I send my condolences to everyone in Sarahs life, her partner, family, councillors, colleges and the vast communities she worked so hard for. Death is so random and makes no sense, who and when. Sarah lived her life with exceptional dignity, grace, empathy and love for community. Sarah was a role model for so many people and I was always in awe of her achievements. I first met Sarah in a funny embarrassing moment, that I would like to share. My partner and I lived opposite the Phoenix Youth Centre that had recently opened. For several weekend in a row the centre was used for rehearsals by a very loud punk rock band. The noise filled our house all day Saturday and all-day Sunday. It was not pleasant sound, driving us crazy as our windows shook. I made a complaint to council to have it stopped or managed. The following weekend the punk band returned. I had had enough, so started texting councillors to act. I guess my text were getting more frantic by the hour. Well to cut along story short, I was upstairs, and my partner was downstairs.
Unbeknown to me upstairs the doorbell goes, ding dong and my partner answers the door. I then hear my partner calling “Warren, Warren”, then “Warren, Warren”! Not knowing anyone was at the front door, I scream down the stairs, “What, I’m on the Fu@ing Toilet”. My partner then returns with a hollow the “The Lady Mayor is here to see you”. It was very embarrassing, but a great icebreaker for many years of respect and casual friendship. Sarah immediately went over to the Youth Centre and was horrified to see the band being supervised by a 16yr old boy and no adults. That week the problem was sorted. Sarah was an outstanding leader with Council, I could always rely on her to see the most practical solution to complex issues. She wasn’t afraid to do a back flip if she though something was wrong. We have lost such an extraordinary leader and human. I always expected Sara to become a Federal Politician and possible Prime Minister one day. We will miss you Sarah and hopefully a permanent legacy will be developed to honour your contribution to the City of Maribyrnong RIP

The Living Museum is shocked and saddened to learn of the passing of our former Mayor and River Ward Councillor, Sarah Carter. Sarah was a long-time collaborator and advocate of the Living Museum and friend to many members of the Museum team. During her 16 years as a Councillor Sarah attended and launched many of the Museum's events. She became a dear friend to my late partner, Peter Haffenden, they met regularly to discuss local issues. Peter composed the following endorsement in support of Sarah's re-election campaign in 2020. "Councillor Sarah Carter has been one of the most enthusiastic and active Councillors that I have known over 30 years of closely engageing with Councillors. I have found her to be properly informed about local issues and concerned that Council does the right thing by residents. I have found Sarah to always take the ethical stand on any issue after working it through and considering an issue from all angles." We will all miss Sarah's great energy, enthusiasm, and warmth. Her passing is a great loss for our community in Melbourne's west and beyond. We extend our deepest condolences to Sarah's partner, family, friends and colleagues.

I met you briefly, 12 years ago, when we were walking the Camino de Santiago somewhere in the middle of Spain. We had to spend the night in a gymnasium with a German guy and Swedish guy because the only albergue in town was full. There was a terrible echo, and the I'm sure the snoring was cacophonous. There was no warm water, and we had to wait hours for dinner at the only cafe in town. I think we walked together a little the following day, and then parted ways. You were going to take a bus ahead because you had to get back. I never saw you again.
I always hoped I'd get to come visit or hoped to cross paths if you were ever up this way in the states. Anytime I met someone from Australia, I'd ask if they knew of you. "She's a politician, in a town I can't pronounce... Maryb..something."
I'm saddened by the news of your passing. You are gone too soon. I hope and I'm sure that the light you've brought to the world will inspire others. You will forever be a bright part of my journey and I'm thankful for that.

Sarah was a wonderful colleague. Vibrant and full of life. It is difficult to accept that she is gone and I am having to write this tribute. It was only a few weeks back that we were together in DC. As usual, Sarah shone. Her enthusiasm for her work has motivated all of us who worked with her on the Gates grant to replicate some of her activities and approaches. We will all miss her so much.

We were devastated to hear of the passing of councillor and former Mayor Sarah Carter. She was a community champion, leader and supporter of the Swifts and generously gave her time to provide guidance and encouragement to our club.
Few people would know she personally funded a player to enable them to play despite financial hardship, without the need for public recognition, which is just one example of her kind spirit and generosity.
We will miss her advocacy, vitality, leadership and kindness and send our condolences to her family and friends.
She will be sadly missed by the Swifts community.

I was shocked to see your familiar face and the news that you died in the media. You were somebody that I used to know from another time and place. I’m not sure how I managed to miss the force for good you became as a community leader and change-agent, although this does not surprise me. To me, you were the kind, thoughtful, kind of glamourous and more grown up girl I sat with on the train and walked to school for the one year I moved to our school.
We were the same age, shared some classes and both were quasi-interlopers in a catholic school where everybody had known everyone and their ancestors before them. We both didn’t perfectly fit, but it was good enough. Somehow, you always seemed older, more mature and wise beyond our years and you had this interesting mix of calm that operated simultaneously with an urgency to get on with things, and, that undefinable ‘x-factor.’
The beauty, kindness and determined ambition you had when we shared chats about life beyond Year 12 (you were planning on taking on Hollywood at that stage), group projects, and everything else trivial and mundane you talk about when riding on trains and buses, was still there clear to see in the photos online and in the papers - it’s cool to see where this took you!
I thought about you a lot when I saw your familiar face everywhere in the media and it’s hard not to feel such deep sadness and shock, despite not being anything beyond our travel to and from school many years ago. I realised how much stability and friendship you gave me as my ‘transit, new girl, and big dreamer’ buddy as I joined a new school in Y12 where classmates had long-established relationships and years of shared history. It was the first time I was away from home, experiencing a bit of fish out of water syndrome and you were good to me. Thinking back, you must have just had an innate sense to help, support, listen and make people feel seen.
Now, that I’ve caught up to speed, I’m in awe of your achievements and join those who witnessed you in action, or the many lives you positively shaped and impacted, in recognising that you were just getting started and there was so much more you were determined to make possible and make better. Thank goodness we have people like you who don’t give up, don’t get overwhelmed in how hard life can be, how inequitable, and how despairing it can be.
My thanks to you for the daily friendship, making me feel not so alone, and all the incredible things you’ve done for the world - I think I even knew then that I was walking to school with someone who was going to do something extraordinary in life, someone who was going to make it count.
My condolences to your family, friends, colleagues and community you supported advocated for, and changed for the better. I can’t even begin to imagine how they’re feeling.

She was a tireless advocate for social justice causes, gender equity, children experiencing disadvantage, families living in Melbourne's west, and for Footscray. Sarah helped raise money for Tweddle in 2019 at the Seddon Christmas Fair, an event at which she wore her 'Fierce Fearless Female' t-shirt. As a young resident of Maribyrnong, I was deeply inspired and empowered by her relentless advocacy for social justice. She was far more than a figurehead; she was a true force for change.
As a member of the Maribyrnong Youth Advisory Committee, I had the privilege of working closely with Mayor Carter. Her support was not just symbolic; it was deeply genuine. Despite her demanding schedule, she prioritized attending our meetings each month, offering invaluable insights and truly listening to our ideas and concerns. Her involvement was a powerful testament to her belief in the importance of youth voices and her commitment to nurturing the next generation of leaders.
I vividly remember the first time I met her, over two years ago, when I proposed the installation of a pedestrian crossing at a dangerous intersection. From that moment, I knew she was someone who not only listened but took meaningful action. With her incredible support, the proposal was successfully implemented, and it now serves hundreds of people every day. Despite her long tenure as a councilor, she never made me feel a disconnect due to age or experience—she was someone I could connect with and work alongside with a shared sense of purpose.
Mayor Carter’s willingness to engage with us, hear us out, and provide guidance left a lasting impact on all of us. Her leadership was not just about making decisions from the top but about fostering a community where every voice was heard and valued. In her, we found a role model who exemplified what it means to serve with compassion, integrity, and a genuine desire to uplift others.
Her passing is a profound loss for the Maribyrnong community, but her legacy will continue to inspire us all to carry forward her work and her spirit of service.

I was deeply saddened to hear about the sudden passing of Sarah Carter, a Councillor and three time Mayor of Maribyrnong City Council and a graduate of Victoria University where I work.
My daughter and I met Sarah in 2020 during my citizenship ceremony when she handed me my certificate.
As the first female mayor of my suburb, Sarah celebrated the New Year fireworks with us. It was the first firework event in Maribyrnong in 2019. It was amazing! I remember playfully pointing at her and saying, "look, look, she is Sarah. You can be her for a day."
Sarah was a strong advocate for young girls, and her passion, energy, and sociability will be greatly missed ❤️
