Learner drivers

Learner drivers aged 16 to 21 who do not have access to a supervising driver or vehicle can apply for the Transport Accident Commission (TAC) L2P Program. The program supports young learner drivers to gain the driving experience required to apply for a probationary licence. 

Young learner drivers are paired with a fully licensed volunteer mentor with access to a vehicle being provided to gain valuable driving experience. 

The program is delivered locally by Maribyrnong City Council, managed by the Department of Transport and Planning, and funded by the TAC. Participation is free for eligible learners.

Program eligibility

To be eligible to join the L2P Program with Maribyrnong, you must be: 

  • be 16 to 21 years old (in some cases, eligibility may extend to 23) 
  • be an Australian citizen or permanent resident, including refugees and new arrivals 
  • hold a current Victorian learner permit
  • have no access to a vehicle or a supervising driver
  • be medically fit to drive
  • not be an overseas student
  • not already be participating in another TAC L2P Program
  • live in the City of Maribyrnong
