L2P Learner Driver Mentor Program

The Traffic Accident Commission (TAC) L2P Program assists disadvantaged Victorian learner drivers aged 16 to 21.

The program has been developed specifically for those with no access to a supervising driver or vehicle, to gain the 120 hours driving experience required to apply for a probationary licence.

The TAC's L2P Program is funded by the Transport Accident Commission and Department of Transport and Planning, supported by the Victorian Government.

From 1 July 2026, the Maribyrnong TAC L2P Program will be delivered by Laverton Community Integrated Services (LCIS). For more information and to get involved as a Learner Driver or Volunteer Mentor please visit their website or contact 03 8368 0177. 

Apply to join the TAC L2P Program

To be eligible for a learner position, you must meet the following criteria. You:

  • are between 16 and 21 years old (and in some cases, up to 23 years old)
  • are an Australian Citizen or permanent resident, including refugees and new arrivals
  • have a Victorian learner’s permit
  • don’t have access to a safe supervising driver who can help you practise your driving, or
  • don’t have access to a vehicle
  • are medically fit to drive
  • aren’t an overseas student
  • are not already in a TAC L2P program (in another town, for example)

You can apply to be a volunteer mentor if you:

  • are over 21 years old
  • have a current, full Australian driver licence
  • have a satisfactory full driver’s licence history
  • are medically fit to drive
  • have a valid volunteer Working with Children Check card
  • undergo a National Police Check.

How to apply

Eligible people can apply online through your myVicRoads account.

  1. Login to your myVicRoads account or create an account
  2. Go to ‘licences and learner permits’
  3. Towards the bottom of the page, select the option that suits you:
  • 'Apply as a Learner in the TAC L2P Program’
  • 'Apply as a Mentor in the TAC L2P Program’
