Domestic Animal Management Plan
The Domestic Animal Management Plan 2026-2029 was endorsed by Council in November 2025.
The Plan outlines Council's approach to managing domestic animals, promoting responsible pet ownership, and balancing the needs of pet owners, non-pet owners and the wider community.
Key initiatives include:
- introducing a dusk-to-dawn (7pm-7am) cat curfew
- mandatory desexing
- a subsidised desexing program
- ongoing training for Animal Management Officers to support best practice animal management.
The dusk-to-dawn (7pm-7am) cat curfew is now in place. The curfew helps keep cats safe and protects local wildlife by reducing roaming during night-time hours.
Under the Domestic Animals Act 1994, all Victorian Councils are required to prepare a Domestic Animal Management Plan every four years. The Plan outline the programs, services and policies Council will deliver to meet its responsibilities under the Act and manage domestic animal issues within the municipality.
