Local Laws
The Local Government Act 2020 provides for Council to make local laws which remain in effect for a period of ten years, unless revoked sooner by Council. The City of Maribyrnong has two such local laws:
- Community Amenity Local Law 2025
- Governance Local Law 2021.
In August 2020, Council adopted its Governance Rules which replaces elements of the Governance Local Law 2021, namely the Maribyrnong City Council Meeting Procedure.
Community Amenity Local Law 2025
In accordance with Section 74 of the Local Government Act 2020, at its meeting held on 21 October 2025, Maribyrnong City Council resolved to adopt the Community Amenity Local Law 2025, which applies across the entire municipal district.
The Maribyrnong Community Amenity Local Law 2025 helps manage community issues such as public safety, amenity, animal control, parking, and use of public spaces. They support liveability and order within the municipality.
The purpose of the Community Amenity Local Law 2025 is to provide for:
- The peace, order and good government of the municipal district.
- A safe and healthy environment so that the community within the municipal district can enjoy a quality of life that meets its general expectations.
- Fair access and use of Council and community assets and to prescribe measures to protect those assets.
- The prevention and suppression of nuisances which may adversely affect the enjoyment of life within the municipal district or the health, safety and welfare of persons within the municipal district.
- The prohibition, regulation and control of activities which may be dangerous or unsafe or detrimental to a person's health, the amenity of the municipal district or the environment.
- Prescribed requirements for the administration and enforcement of the Local Law.

Governance Local Law 2021
The objectives of the Governance Local Law 2021 are to:
- Protect the integrity of the Council’s Common Seal and describe when it may be affixed to a document.
- Regulate and govern the use of Council's Common Seal
- Ensure peace, order and good government of the municipal district of Maribyrnong City Council
- Protect the integrity of Council Meetings by regulating the Infringement notices imposable for certain matters and behaviour by meeting attendees.

Governance Rules
The objectives of the Governance Rules are to:
- Provide a mechanism to facilitate the good governance of Maribyrnong City Council through its formal meeting procedure, to ensure effective and efficient Council decisions are made in a manner which promotes the effectiveness of local government in Maribyrnong and within the Australian system of Government.
- Promote and encourage community leadership by Maribyrnong City Council consistent with the community’s views and expectations and in accordance with Council’s Community Engagement Policy.
- Promote and encourage community participation in local government by providing opportunities for direct access to the Council’s decision making processes in accordance with Council’s Community Engagement Policy and Public Transparency Policy.
- Ensure compliance with the Councillor and Staff Codes of Conduct and ensure the utmost integrity in all Council operations.
- Outline the proper standards of conduct and behaviour by Councillors during the Election Period in accordance with Council’s Election Period Policy.
- Outline the process for the election of Council’s Mayor and Deputy Mayor.
- Outline the availability of Council’s Meeting Records, including the Agendas and Minutes of Council Meeting and Delegated Committee Meetings.
