Footscray CBD Revitalisation

Council is working with traders to clean up graffiti and refresh shopfronts in the Footscray CBD. 

Clean, welcoming shopfronts make a real difference to how people experience the City. 

They support local businesses, encourage more visitors into the area and help strengthen Footscray’s reputation as a vibrant place to shop, dine and spend time. 

In line with key actions highlighted in the Footscray CBD Place Plan we will be focusing on:

  • removing graffiti
  • improving the presentation of shopfronts and roller shutters

 

Graffiti Removal program 

Between 25 May and 8 June 2026 we will be completing targeted graffiti cleaning on shopfronts and roller shutters in the CBD. If you don’t want us to clean your shopfront you MUST get in touch by calling (03) 9688 0200 or emailing email@maribyrnong.vic.gov.au by 20 May 2026.


Businesses with affected shop fronts will be contacted and can opt-out of the short-term cleaning program. 

Businesses that opt-out take on the responsibility of cleaning their shopfronts themselves and may face penalties if their shopfronts are unsightly. 

Short term graffiti removal program

Under section 18 of the Graffiti Prevention Act 2007, Council has the power to remove or cover graffiti on private property where it is visible from a public place.  

During Council’s short-term graffiti cleaning program, our contractor Kleenit will remove unsightly graffiti from shopfronts and surfaces that can be accessed from the street or public areas.  

Cleaning will occur between 5am and 8am on weekdays starting from 25 May 2026. The cleaning works are expected to take two weeks to complete.

If your business opens before 8am, let us know by 20 May to ensure these works are timed to suit you.

Businesses that do not wish to participate must contact Council to opt out. If we do not hear from you, your property may be included in the program, and graffiti may be cleaned or painted over as required.  

This is a limited program and it is up to local traders to continue to keep their shopfronts clean. 

Following the two-week cleaning program: 

  • Responsibility for graffiti removal remains with the property owner or occupier.  

  • Properties may be referred to Local Laws for inspection and may be fined if presentation impacts amenity.

CBD Cleaning Program 

Council has increased cleaning and improvement works in the Footscray CBD. 

Our teams are keeping Footscray clean seven days a week, with regular cleaning in the early afternoons now making a difference for locals and visitors. 

We are also working on a series of maintenance and upgrade works to help make our City safer, cleaner, and more welcoming. 

 

Roller Shutters

The Maribyrnong Planning Scheme precinct guidelines for the Footscray CBD prohibit solid roller doors and permits are required for other types of grilles.

As part of the Place Plan we will be looking to increase awareness of the requirements and compliance of roller shutters in the CBD.
