Planning Scheme Amendment C124 - 142 Ashley Street, Maidstone

The Maribyrnong Planning Scheme has been amended to facilitate future residential and commercial development at 142 Ashley Street, Maidstone. 

About the site

 The 1.4 hectare site is located near the corner of Ballarat Road and Ashley Street, opposite the Braybrook Shopping Centre.

The site was previously used for light industry and occupied by warehouse buildings.

The Maribyrnong Housing Strategy 2011 identifies the site as a 'substantial change area', suitable for transition to residential uses. Planning policy encourages higher density mixed use development at this location to accommodate population growth.

What does the amendment do?

The amendment changed the Maribyrnong Planning Scheme by:

  • Rezoning the site and the adjoining road reserve from Commercial 2 Zone to Mixed Use Zone
  • Applying a Design and Development Overlay - Schedule 15 and Environmental Audit Overlay to the site
  • Including Urban Design and Context Report: 142 Ashley Street, Maidstone, Roberts Day Consultants, November 2015 (updated January 2019) as a reference document under Clause 22.12 of the Maribyrnong Planning Scheme

The Design and Development Overlay - Schedule 15 is a site specific planning and design control that will guide the redevelopment of the site. The control seeks to:

  • Encourage a mix of apartments and townhouses on the site.
  • Set preferred building heights that transition across the site (between 2 and 5 storeys) and minimum setbacks from the street.
  • Provide new pedestrian connections through the site as well as quality landscaping and shared spaces.
  • Encourage shops or commercial uses along Ashley Street.
  • Ensure that development is designed to respond to neighbourhood character.

A planning permit will be needed for future redevelopment.
