In March 2024, the first public electric vehicle (EV) chargers within the municipality were unveiled the Council owned car park on Raleigh Street in Footscray.  These were followed in March 2025 when the next set of chargers were installed at the Civic Precinct and Community Hub at the  Footscray Town Hall.

Across the two sites there are five super-fast chargers, powered by 100% renewable energy, which can charge up to ten cars simultaneously. The installation of these chargers will help support Council’s Climate Emergency Strategy to “facilitate and support electric vehicle charge points in new developments and across the municipality”.

Raleigh Street Carpark

Located at 38 Raleigh Street, Footscray, four chargers operate with a charging speed of up to 150kW each.

Please note that charging speeds will vary depending on the number of cars sharing the chargers.

Civic Precinct and Community Hub

Located at 61 Napier Street, Footscray, six chargers operate with a charging speed of up to 150kW each.

These chargers were installed by Evie Networks with funding support through the Australian Renewable Energy Agency (ARENA)'s Future Fuels Fund.

Council has entered an agreement with Evie Networks who will lease the car spaces for operation of their chargers. Users can download the Evie app from the App store or Google Play Store and create an account to use the chargers. Details of charging fees can be found on Evie’s website.

What are the operating hours of the charging bays?

The chargers are located in the Council carpark, which is accessible 24/7.

Is there a cost to use the Evie chargers or is it free?

Yes, Evie charges $0.73 per Kw to use these chargers. (Rate correct as at April 2025)

How much did it cost Council to install these chargers?

There has been zero cost to Council to install these chargers, and the leasing of the car spaces to Evie will generate a small income stream for Council.

How much is Council subsidising this?

Council is not subsidising charging costs. Evie Networks is the operator of these chargers, leasing the car spaces from Council for their operation.

Can I park my EV in a charging bay even after I finish my charging session?

No. Charging bays are for charging – not parking. Please move your car once it is fully charged, do not to occupy a charging spot unless you are actively charging your car.

Do I need to download the Evie app to use the charger?

Yes. You need the Evie app in order to start charging.

What should I do if the charger is not working?

If your Evie charger is not working, first check the power supply, cable, and connection points for any damage or debris. If the issue persists, contact Evie's 24/7 call centre on 1300 463 843. Evie is responsible for the maintenance of these chargers, not Council.
