Council raises concerns about proposed State rezoning in inner west

Council will make a formal submission to the State Government regarding proposed planning changes that aim to reduce truck traffic in the inner west, raising concerns about whether the changes will achieve their intended outcomes.

The State Government’s Planning Scheme Amendment GC276 proposes to rezone land in the West Footscray, Tottenham and Yarraville–Cawley industrial precincts from Industrial 1 Zone to Industrial 3 Zone. The proposal is intended to transition land away from heavy industrial and freight-related uses toward employment uses that generate fewer heavy vehicle movements.

The amendment follows the opening of the West Gate Tunnel and the introduction of truck bans on several inner-west residential streets, including Buckley Street, Francis Street, Somerville Road and Williamstown Road.

Council has reviewed the proposal and identified several concerns, including a lack of clear strategic justification for the rezoning and uncertainty that the changes would meaningfully reduce truck movements in residential areas.

Mayor, Cr Mohamed Semra said Council supports efforts to reduce truck traffic but believes stronger and more targeted measures are required.

“Our community has long called for fewer trucks on residential streets and cleaner air for the inner west,” Mayor Semra said.

“While we welcome the State Government’s focus on this issue, we are not yet convinced that rezoning industrial land alone will deliver the meaningful reductions in truck movements that residents expect.”

“Council is urging the State Government to consider a broader package of solutions, including low-emissions zones, infrastructure improvements and other planning tools that can more directly address truck traffic and improve air quality.”

Council’s submission recommends the State Government provide stronger strategic justification for the amendment and consider complementary measures that could better support the goal of removing trucks from residential areas while protecting employment opportunities in the industrial precincts.

Council will continue to advocate for planning and transport solutions that improve amenity, reduce air pollution and support sustainable employment in the inner west.
