Terms and Conditions
These terms and conditions apply to the Footscray Community Leadership Program (‘program’).
By submitting an application to participate in the program, you agree to be bound by these terms and conditions.
These terms and conditions should be read in conjunction with any relevant program information and documentation.
Submission of an application does not confirm your selection or participation in the program. Successful applicants will be contacted using the details provided in their application.

Applications
Applicants must be over 18 and must live, work, study, volunteer or socialize in Footscray. Council staff, Councillors, Hot House Community Projects staff and past Maribyrnong Community Leadership Program participants are ineligible to apply.
All applicants must hold a current Working with Children Check or be willing to complete an application for one upon commencement of the program.
To apply to participate in the program, applications must submit a completed application form between Tuesday 9 June and 11:59pm Sunday 5 July. Applications which are incomplete or received outside of this period will not be accepted.
Applicants agree to immediately notify Council of any changes to their application, including the request to withdraw their application, by emailing maggie.mildenhall@maribyrnong.vic.gov.au.
Shortlisting
Applications will be reviewed and shortlisted between Monday 6 July and Monday 13 July by a selection panel consisting of Council and Hot House Community Projects employees.
Up to 23 applications will be shortlisted by the panel and required to attend a mandatory group interview on Wednesday 22 July, at 6:30pm in Footscray.
Shortlisted applicants acknowledge and agree that if they do not attend the mandatory group interview, their application to participate in the program will be unsuccessful and will no longer be considered by the selection panel.
Successful applicants
Following the mandatory group interview, the selection panel will select up to 25 shortlisted applicants to participate in the program and will notify the successful applicants with an offer by email by Friday 24 July 2026. Successful participants MUST formally accept their offer by Monay 27 July 2026 by email. Unsuccessful applicants will also be contacted.
Participants are invited to attend an onboarding session on Wednesday 28 July, at 6:30 in Footscray.
Participants agree to complete any additional forms and/or documentation which may be required to be completed in connection with the program, including but not limited to a Working with Children Check, Photo and Video permission form, contact sharing permission for participation in communication channels/applications.
Program participation
Participants must be able to attend and participate in all program activities and events, including the:
- Weekly program sessions, whether delivered in-person or online;
- Project planning and delivery sessions that will be scheduled and negotiated with participants project groups between Monday 12 and 30 October;
- Council meeting and post meeting debrief on Tuesday 15 September.
Participants acknowledge and agree that program activities and event dates are subject to change, and if they cannot be delivered in-person will be delivered online via Zoom.
Program evaluation
Throughout and at the end of the program, participants agree to participate in program evaluation activities. A scheduled final session including a program debrief will be held on Saturday 21 November, 1-5pm in Footscray.
Expected behaviour
Participants must comply with all laws when participating in the program.
Participants agree to follow all reasonable directions of Council staff and program facilitators during the program.
Participants agree that at all times during the program, they will conduct themselves in a manner that upholds Council’s values of respect, integrity and courage, reflects prevailing community standards and the Group Agreements developed by the group.
Intellectual property
Participants acknowledge and agree that they retain the intellectual property in any material that they create in connection with their project (‘material’).
Participants grant Council and Hot House Community Projects a perpetual, irrevocable and royalty-free licence to edit, use and publish their material (in whole or in part) in any format:
- on Council and Hot House Community Projects and partners website;
- on Council and Hot House Community Projects and partners social media pages; and
- in any Council publication, such as Maribyrnong Messenger, Maribyrnong News, or any Hot House Community Projects and partners publications, for the purpose of promoting the program or Council or and Hot House Community Projects and partners generally.
Participants acknowledge that upon publication of their material, it will become publicly accessible and will be capable of being shared, saved, downloaded or otherwise distributed by the public. Participants agree that Council and Hot House Community Projects and partners accept no responsibility or liability for the way that members of the public use, share, save, download or otherwise distribute their material once it has been published.
Liability
Participants participate in the program at their own risk.
To the extent permitted by law, Council and Hot House Community Projects and partners are not liable to any applicant or participant for any loss, damage, claim or expense (‘loss’) suffered, including, but not limited to property loss or damage, personal injury and death, as a result of or in connection with their application or participation in the program, except to the extent that any such loss is caused or contributed to by the negligent act or omission of Council and Hot House Community Projects and partners.
Indemnity
Participants agree to hold harmless, indemnify and keep indemnified Council, its Councillors, staff and contractors (‘Council’) against any action, claim, demand, cost or other liability made against or incurred by Council and Hot House Community Projects and partners in respect of any accident, damage, injury or loss arising from their participation in the program and their compliance or purported compliance with these conditions.
Cancellation
Participants may withdraw from the program at any time by emailing maggie.mildenhall@maribyrnong.vic.gov.au
Council reserves the right to end a person’s participation in the program where they:
- have breached these conditions;
- have submitted false, inaccurate or misleading information in their application; or
- are absent from two or more program activities or events.
Notwithstanding any other provision of these conditions, and regardless of whether a person’s participation in the program has been confirmed, Council and Hot House Community Projects and partners expressly reserve the right to cancel, change or modify the program, including these terms and conditions, at any time.
