Over 94% of Council Plan actions on target at the end of first quarter

Council has endorsed its first Quarterly Performance and Financial Report for the new Council Plan, outlining Council’s progress for the period covering 1 July to 30 September 2025.

This is a regular report outlining how Council is tracking with the 52 actions listed in the Council Plan, and provides an up-to-date estimate of how the organisation is operating during that time frame.

This quarter’s report is unique compared to previous reports, as it is the first Quarterly Performance and Financial Report to use actions listed from the Council Plan 2025-29, which was endorsed by Council part way through the quarter in August 2025.

The Council Plan actions are on target for completion, with some yet to start due to the Council Plan being endorsed for just over a month at the time of the end of the reporting period. So far:

  • 94.23 per cent are in progress to target
  • 1.92 per cent have not started
  • 3.85 per cent are not yet due to start

“During this first quarter of 2025/26, we had many highlights though our Capital Works and Improvement Program. This included the commencement of the RecWest Footscray and Shorten Reserve Project, which saw the demolition of the old building, site establishment and earthworks now underway. This is a space that means a lot to a lot of people, and we want to ensure it’s taken care of,” Mayor, Cr Pradeep Tiwari said.

Council’s financial forecast is an operating unfavourable variance of $158,140 to the budget. This is mainly due to an unfavourable forecast in materials and services.

Council will monitor these variances, with an ongoing review of projects progress, project savings and project delivery.
