Cowper Street, Footscray Reconstruction
Six months of reconstruction works along Cowper Street, between Harris and Lyons streets began in March 2024.
These works include:
- Local road upgrades
- Installation of pedestrian footpaths and crossings and a footbridge over the existing aqueduct at Lyons Street
- New public lighting
- Landscaping
- Drainage upgrades.
These improvements will provide residents with safer and more convenient access to a multitude of recreational opportunities, local businesses, and the nearby Footscray train station.

Works commenced in March 2024, and are expected to be completed by December 2024, weather dependant.
Details of works
The reconstruction of Cowper Street, between Harris Street and Lyons Street, includes the installation of new retaining walls and a new footbridge over the existing aqueduct at Lyons Street.
The underground drainage system will also be upgraded, integrating a tree pit system along the footpath to support the long-term health of the new trees.
To enhance safety and create well-illuminated streets, public lighting will be upgraded.
These works aim to deliver enhanced public amenities that will improve safety, accessibility, and visual appeal.
Timing and impact of works
Crews will be onsite weekdays from 7am to 5pm. Whereweekend work is required, this will be from 8am to 3pm. There may also be a need for night works at times throughout the construction. Advance notification will be provided to residents.
Work is being carried out in sections to best manage traffic movements and maintain access to properties and the external road network, with the road open to local traffic only.
Traffic controllers will be onsite to ensure the safety of construction crew, pedestrians, and other road users. Please follow the signs and f any instructions from the work crew.
There will be some noise and dust, but our contractor will do their best to minimise this.
On-street parking will be impacted during construction, and we encourage residents to park their cars in off-street parking during this time.
Recycling, green waste, and general waste collections will continue as usual during works.
