Footscray CBD Place Plan 2025-26
Background
Footscray is a vital cultural and commercial centre in Melbourne’s inner west, with a proud migrant history, thriving creative sector, and strong local character. In recent years, growing concerns around public safety, antisocial behaviour, and urban neglect have affected confidence in the precinct. These concerns risk undermining the area's potential and the wellbeing of its community.
At the same time, the precinct is undergoing significant change through planned public realm upgrades, the delivery of the new Footscray Hospital, the planned opening of the Metro Tunnel project and investment in cultural infrastructure, including the Creative West project currently in detailed design. Together, these developments provide opportunities to support improved outcomes for the CBD.
Footscray CBD Place Plan 2025-26
The Footscray CBD Place Plan was developed as an action out of the 2025-2029 Council Plan, and sets out a clear response to the current challenges in Footscray. It outlines immediate and long-term actions needed to strengthen Footscray as a place where people feel safe, public space is inviting, businesses can thrive, and local services are coordinated and effective.

The Plan is designed around five key priority areas
1. Safety and Amenity
A safe, clean and well-maintained Footscray encourages visitation, increases community confidence, and supports longer, more comfortable stays in public space. This focus area aims to improve safety, visibility and comfort through enhanced lighting, public presence, and coordinated daily operations.
2. Community Support and Inclusion
A thriving Footscray is inclusive and welcoming to all. This focus area strengthens coordination between services and enhances public space in ways that promote dignity, connection and participation - especially for people experiencing vulnerability.
3. Economic Development, Activation and Experience
Revitalisation requires more than upgrades - it needs activation. This focus area supports local businesses, unlocks underused space, and positions Footscray as a destination for culture, commerce and creativity.
4. Public Realm
Footscray’s streets and public spaces shape the daily experience of locals, visitors, and traders alike. This focus area supports targeted infrastructure upgrades to improve access, comfort, vibrancy and long-term value across the precincts.
5. Partnerships and Coordination
Revitalisation is a shared task. This focus area ensures delivery is supported by strong internal governance, external partnerships, and meaningful engagement with local communities, government, and business.
