The rich history of migration to Footscray makes it a wonderful location for a cultural centre. Council resolved at the Ordinary Council Meeting 23 June to sell the parcel of land at 220 Barkly Street, Footscray for the development of a cultural centre and is seeking Expressions of Interest (EOIs) for the sale until Monday 27 July.

A cultural centre in Footscray is recognised as an opportunity to increase tourism, which in turn is expected to boost business in our City and strengthen the local economy.

EOIs are sought from interested cultural and community organisations (or associated with a cultural or community organisation) that are capable of constructing and managing a cultural centre on the land at 220 Barkly Street Footscray.

The EOI is open from Friday 3 July until 2.00 pm, Monday 27 July 2020.

The EOI also sets out:

  • Council’s objectives for the sale of the land
  • the information interested parties are required to supply when responding to the EOI and
  • the matters which Council will take into account in assessing proposals. 

Expressions of interest will be received only until the time and date stated in the Expression of Interest Details ("Closing Time for Expression of Interest"). Background and location description

Council owns the land at the rear of 220 Barkly Street, Footscray (Land), which is currently used as an at-grade public car park.

The land (220 Barkly Street Footscray) has 26 car parks and is approximately 823 square metres in area.  The land is located in the Footscray Activity Centre and zoned Activity Centre Zone (with a small portion of the land in Road Zone Category 2 (RDZ2)) and affected by a Parking Overlay.

Council has resolved to support the development of a cultural centre on the land on the basis that the proposal aligns with the Maribyrnong Tourism Visitation Strategy (May 2017), which seeks to:

  • identify opportunities to improve the economic function and visitor experience in Footscray
  • prioritise Council’s existing at-grade car parks to bring forward development opportunities.
