Apply for a Carer's Parking Permit
Residents receiving care in their private homes can be issued with a free carer parking permit to enable their carer to park near their residence when attending to provide care.
What you will need
To apply for a carer's parking permit the below supporting documentation must be provided with the application.
Both the resident and the carer must provide supporting documentation.
The resident
The resident must provide a copy of one document as proof of residency. Accepted documents are as follows:
- Lease or tenancy agreement
- Rent receipt
- Lease bond receipt
- Welcom letter from a utility company
- Home phone or internet connection bill
- Electricity bill
- Gas bill
- Water bill.
The carer
The person providing care must provide a copy of one of the following:
- Carer's card
- Companion card

Carer parking permits are issued subject to the following conditions:
- Residents who have a registered carer can apply for a free carer parking permit for use by their carer while attending the resident’s private address.
- Documentary proof such as a Carer’s or Companion Card must be provided when applying.
- Each application and supplied documents will be considered on it’s own merits.
- A maximum of 1 permit will be issued per year per property at no charge. This is in addition to any Specific Vehicle or Visitor entitlements.
- Permits will be valid for 1 year from the date of issue.
- Permits will only be issued to the resident of the property and will be posted to their address.
- Permits must be obtained and clearly displayed in the relevant vehicles for the applicable concessions to apply.
- Permits are valid on currently registered vehicles only and must be clearly displayed at all times.
- Failure to comply may result in further enforcement action taken against you.
- A permit allows the Holder to park in the nominated street or immediate parallel and cross street, but does not guarantee the availability of a parking space (for example outside your own home).
- The use of parking spaces may be suspended by members of the police force or by authorised council officers if deemed necessary.
- Permits will not be issued to any vehicle with a GVM of or greater than 4.5 tonnes and/or more than 7.5 metres in length.
- Permits will also not be issued to buses, trailers, caravans, trucks, earth moving equipment.
- Commercial and industrial properties will not be considered, unless you live in a residence that is part of a business premises (proof required and subject to site inspection).
- Permits are not valid in Shopping Strip areas which are sections of roads that have shops, businesses or other commercial premises located on them.
- The issue and continued use of Parking Permits shall be at the absolute discretion of Council, and may be cancelled if the permit is found to be misused.
- A replacement fee is payable for any lost permits.
- Permits do not apply to:
- Off street car parks
- No stopping areas
- Shopping strip (commercial) areas
- Loading zones
- Clearways
- When other statutory signs are in force
- Time restriction less than one hour
- Within 10m of an intersection.
