The existing bulky goods and industrial area to the west and south-west of Highpoint Shopping Centre was rezoned in 2016 to facilitate a medium rise mixed use activity centre.
The Highpoint Urban Design Framework guides the future development of the precinct, with a range of retail, office, bulky goods and residential development of varying scale expected over the next 20 years.
As of December 2025, the following applications have been approved:
41 Warrs Road, a 10-storey residential building that contains 400 apartments.
191 Rosamond Road, a storey mixed-use development that contains 620 apartments and commercial tenancy at ground floor. The building height varies from 4 to 13 storeys. The planning permit was issued by VCAT.
200 Rosamond Road, 10-storey office building.
In addition, Council has approved the Highpoint Shopping Centre Development Plan, which will guide the future development of the shopping centre precinct over the next 20-30 years.
