Shaping the future vision for Footscray’s future

Footscray is changing – expecting to grow by 18,000 additional residents by 2051 – and we want your input on how we’re going to shape Footscray’s future.
The area has seen recent major changes, including the construction of Footscray Hospital, Metro Tunnel, and the West Gate Tunnel. This means substantial growth, development and investment can be expected in the coming years, and to prepare, Council is drafting a new Footscray Structure Plan.
The Structure Plan sets out a shared vision and blueprint for the future, and guides new planning controls, investment in public infrastructure and key directions for new development.
“We are dreaming big for Footscray, and we have some big ideas for its future, building on current strengths. We’re looking at things like improving public safety, creating local jobs, and making Footscray even more bold, green and creative. And we want it to be an enjoyable place to live, work and visit, no matter how you get around,” Mayor, Cr Mohamed Semra said.
“None of our initial ideas are locked in yet, so we want to hear what you think, and if we’ve missed anything.”
To simplify this dense topic, Council has drafted an Opportunities Paper that sets out our big ideas and possible directions for how central Footscray could grow, change and improve over time.
The Opportunities Paper outlines a range of ideas, including:
- regenerating the heart of Footscray and creating a vibrant, multicultural, night-time economy
- greener streets, a new town park, and a new pedestrian plaza
- new apartment design standards to create sunnier streets and great places to live
- redevelopment of Council land to lead the revitalisation of the area
We know from previous conversations that the community cares about safe streets, greener neighbourhoods, walkable places, a strong economy, and the protection of Footscray’s heritage.
As part of this community conversation, we want to understand:

- What do you think are the challenges facing Footscray
- What would you like to see change in Footscray?
- What are your thoughts on the ‘big ideas’ developed by Council
