Pursuant to section 115 of the Local Government Act 2020 (the Act), Maribyrnong City Council (Council) gives notice of its intention to enter into a Lease with Footscray Football Club for part of the Council premises at 19 Hocking Street, Footscray (Proposal).
The proposed Lease terms are set out below:
- Tenant: Footscray Football Club
- Premises: part of 19 Hocking Street, Footscray
- Term: 10 years
- Rent: $2,000 per annum plus GST (for ESM - essential safety measures)
- Capital Works: requirement for the Tenant to deliver a capital contribution to the development of the building
- Maintenance: Tenant to be responsible for all maintenance (excluding ESM which will be Council responsibility)
- Removal of the requirement for a ‘not for profit’ provider; and
- The right of first refusal clause not being included in the new lease arrangement.
Any person wishing to make a submission on the Proposal must do so in writing to the Manager Governance and Commercial Services within the submission period identified below.
How to make a written submission
Persons making submissions may request to be heard in support of their submissions. Any request to be heard must be clearly stated within the written submission. Any person requesting to be heard is entitled to appear in person or by a person acting on their behalf before a committee appointed consisting of the whole of Council. Hearing of any submissions is to occur on Monday 11 August 2025 at 6:30pm. Following the consideration of any submissions, Council will decide whether or not to proceed with the Proposal.

Submissions received will be included within the official Council Agenda and Minutes, including personal information about the submitter’s identity and location. Agenda and Minutes are made available to the public and on Council’s website. If you do not wish to be identified in the Agenda and Minutes, please indicate this in your submission.
