In addition to her many significant community contributions, Cr Carter played a key role in:

  • Championing gender equity as the Council’s first gender equity ambassador, serving on the board of Gender Equity Victoria, and leading initiatives such as the Fair Access Policy and towards Gender Equity 2030 Strategy.
  • Advocating for early childhood services, including the redevelopment of the kindergarten at the Maribyrnong Community Centre.
  • Revitalising Footscray Wharf and securing cultural investment in the arts sector.
  • Securing funding for the redevelopment of RecWest and Shorten Reserve in West Footscray, ensuring long-term investment in local sport and recreation.

In 2023, Cr Carter was awarded the Mayor Emeritus Award by the Municipal Association of Victoria, recognising her exceptional leadership and contributions to local government.
