Priority of Access Criteria

View the Priority of Access Criteria

Victorian Government policy requires us to prioritise children and families who meet the following criteria as first priority:

  • Children at risk of abuse or neglect, including children in Out-of-Home-Care;
  • Aboriginal and / or Torres Strait Islander children;
  • Asylum seeker and refugee children;
  • Children eligible for the Kindergarten Fee Subsidy (a child or parent holds a Commonwealth Health Care card, Pensioner Concession Card, Veteran’s Affairs Card, or multiple birth children triplets or quadruplets); or
  • Children with additional needs, defined as children who:
  • Require additional assistance in order to fully participate in the kindergarten program
  • Require a combination of services which are individually planned
  • Have an identified specific disability or developmental delay.

Council then applies the following local criteria when allocating places:

  • Child placed and attended a 3 year old sessional kindergarten program with the same service as first preference for 4 year old sessional kindergarten; or
  • Child sibling is attending this service in the same year:
  • Family first preference is their closest kindergarten;
  • Family lives in the municipality.
