Seddon Neighbourhood Plan
The Seddon Neighbourhood Plan was endorsed at the 27 May City Development Delegated Committee meeting.
The Seddon Neighbourhood Plan (2025) has been prepared to manage and guide future growth and development in the suburb until 2051. It is a long-term planning framework that will help maintain the suburb’s desired characteristics and identify opportunities to enhance the suburb’s liveability.
The vision for the Plan is “A neighbourhood of walkable green-leafy streets, celebrating the suburb’s low scale residential character and historical values while creating a thriving village with diverse businesses, housing choices and public spaces”.
This Plan replaces the Seddon Urban Design Framework 2010 as the long-term plan.
Update on the Implementation of the Seddon Neighbourhood Plan
Following Council's endorsement of the Neighbourhood Plan in May 2025, Council requested the State Government to authorise 'Amendment C188' which would have given effect to the Seddon Neighbourhood Plan’s land use and development directions in the planning scheme applying to private development.
On 19 December 2025 the Minister for Planning refused Council’s request for C188 because the Amendment would duplicate the State's more recent planning for Seddon undertaken as part of the Train and Tram Zone Activity Centre Program.
The State Government's Train and Tram Zone Activity Centre Program is part of a broader push to increase residential density near public transport throughout Melbourne. The State’s program for Seddon is expected to be finalised and implemented into the planning scheme in early 2026.
Despite the refusal of C188, other key public realm and transport initiatives identified in the Seddon Neighbourhood Plan are still progressing, such as Austin Street pop-up park.
