Ryco Precinct, Amendment to Development Plan and Planning Permit

The land known as 11-19 Whitehall Street, Footscray is commonly referred to as the 'Ryco' site. The land is bounded by Whitehall Street to the west, Bunbury Street to the south and Moreland Street to the east. The site was rezoned in 2014 to allow for a mixed-use development. Planning Permit TP635/2017(1) was first issued in November 2018 and allowed the construction of buildings ranging in height from 3-8 storeys with 211 apartments, offices and retail spaces.

An amendment to the Ryco Precinct Footscray Development Plan (DPO16) and Planning Permit TP635/2017(2) was approved on 1 March 2024.

The application is exempt from notice and review requirements of Schedule 1 to Clause 37.08 (Activity Centre Zone – Precinct 4).

The approved scheme allows the following:

  • Construction of five buildings, generally presenting 4-5 storeys to Moreland and Whitehall Streets and 3 storeys to Bunbury Street, increasing to a maximum of 8 storeys centrally to the site).
  • Development to include commercial uses along the Moreland and Whitehall Street frontages and dwellings elsewhere.
  • East-west pedestrian link provided between Whitehall and Moreland Streets, and north-south pedestrian pathway to site via Bunbury Street.
  • Car parking provided at lower ground level (211 car parking spaces), accessed via one double crossover to Moreland Street.
  • Total 547 bicycle parking spaces provided.
  • Residential component to incorporate 456 apartment dwellings including:
    • 48 studio apartments.
    • 120 one-bedroom apartments;
    • 221 two-bedroom apartments;
    • 66 three-bedroom apartments;
  • Affordable housing provision increased from 5% to 40% and to be provided via ‘build-to-rent-to-own’ model delivered by Assemble.
  • Communal open space roof terraces provided to each building and internal communal areas / facilities.
  • Materials to include precast concrete, brick and FC sheet in various textures and finishes.
