Priority of Access Criteria
View the Priority of Access Criteria
Victorian Government policy requires us to prioritise children and families who meet the following criteria as first priority:
- Children at risk of abuse or neglect, including children in Out-of-Home-Care;
- Aboriginal and / or Torres Strait Islander children;
- Asylum seeker and refugee children;
- Children eligible for the Kindergarten Fee Subsidy (a child or parent holds a Commonwealth Health Care card, Pensioner Concession Card, Veteran’s Affairs Card, or multiple birth children triplets or quadruplets); or
- Children with additional needs, defined as children who:
- Require additional assistance in order to fully participate in the kindergarten program
- Require a combination of services which are individually planned
- Have an identified specific disability or developmental delay.
Council then applies the following local criteria when allocating places:
- Child placed and attended a 3 year old sessional kindergarten program with the same service as first preference for 4 year old sessional kindergarten; or
- Child sibling is attending this service in the same year:
- Family first preference is their closest kindergarten;
- Family lives in the municipality.
Second Year of Funded Kindergarten
For a second year of kindergarten the family is not required to complete a registration. The early childhood teacher will provide the Kindergarten Registration Team with a list of the names of the second years and they will enter the children onto the Central Registration and Enrolment Scheme.
The early childhood teacher is responsible for determining (in consultation with the family) a child’s eligibility to receive a second year of funded three or four-year-old kindergarten. A child is eligible to receive one second year of either, but not both three or four-year-old funded kindergarten if:
- The child is observed as having delays in at least two outcome areas of learning and development detailed in the Victorian Early Years Learning and Development Framework; and
- The kindergarten program is deemed to be the most appropriate learning program and environment for that individual child, i.e. the child will achieve better outcomes at kindergarten than if they go to school.
