This October marks three years since the Maribyrnong River Flood in October 2022. We acknowledge that residents may wish to mark this in different ways.

It will also include an artist talk on the Coulson Gardens public artwork, another project designed to capture the experiences of the Maribyrnong community.

Westjustice legal support pop-up clinic

Westjustice is a free community organisation that provides free legal help to people in the west. They can help with a broad range of everyday legal problems.

Westjustice will be operating a free and confidential pop-up clinic at the Maribyrnong Community Centre for Maribyrnong residents.

They can provide legal advice on a range of matters, including:

• Insurance (disputes about insurers’ decisions, cash settlement decisions, or conduct of assessors of repairers)

• Debt, credit, or money issues

• Renting issues

• Fines and infringement issues

• Motor vehicle accidents.

Community Worker drop-in support

This is a reminder that Council’s Community Worker is also available on Thursday afternoons between 2 to 5pm until 18 September.

The Community Worker can assist with:

• Information about accessing support services

• Referrals to other services as needed

• Support completing forms.

As part of the Maribyrnong Flood Recovery Program, recovery experts, David Younger and Dr Rob Gordon partook in a series of community conversations about the third year of flood recovery.

A face-to-face session took place on 29 April and one online on 22 May.  

Topics included:

• what to expect in the third year of recovery
• impacts on young people and adolescents
• emotional preparedness
• practical coping mechanisms

The Maribyrnong Community Recovery Committee is delivering a series of projects to commemorate the Maribyrnong River Flood and capture the diverse community stories and experiences.

These projects were proposed by the community at the Maribyrnong Community Strengths and Opportunities Workshop in August 2024 and are being delivered with support from the Community Recovery Committee.

Public art project

A public artwork is being installed at Coulson Gardens to commemorate the Maribyrnong River Flood. This was initially proposed by the community at the Maribyrnong Community Strengths and Opportunities Workshop in August 2024.

The first round of engagement in April sought ideas from community on words to represent within the artwork.

Next, a community workshop will be held to provide feedback on the concept plan design to ensure community voices are captured in the artwork.

Audiovisual project

The second component of the storytelling project is a series of short films to capture the diverse perspectives of the Maribyrnong community and share the community’s experiences with a broader audience.

We are seeking expressions of interest from community members interested in being interviewed for the film to tell their stories.

The films will be presented to the broader community at the third anniversary and will be shared broadly by Council to bring awareness to the needs of the community and enable the stories to live on for years to come.

Council has partnered with GenWest and the Community Recovery Committee on the Maribyrnong Insurance Project to make insurance information more accessible to the community. 

A needs assessment delivered with an intersectional lens was undertaken and included community conversations in both English and Vietnamese. The needs assessment phase of the project identified the need for a clear, accessible guide containing expert insurance information as well as insights from the Maribyrnong community about what they wish they knew before the October 2022 flood. This led to delivery of the following initiatives. 

The Flood Insurance Guide

The guide was delivered in collaboration with flood-impacted community and features content from legal, financial and recovery experts, as well as tips for mental health and wellbeing during the aftermath of a flood. It offers practical information, making it easier for residents to understand the reasons for taking out insurance, how to make a claim and the complaint process.

Information-sharing through different formats

The needs assessment also highlighted the need for both face-to-face and online information sharing opportunities. This led to:

• A Q&A session at the launch of the insurance project, featuring panelists from Financial Counselling Victoria, Consumer Action Law Centre and WestJustice.

Advocacy

Finally, the range of stories shared by community through the needs assessment highlighted some critical gaps and challenges in the insurance system. Expressions of Interest for committee members

The Maribyrnong Community Recovery Committee (CRC) was established to enable a community-led approach to recovery, provide advice to Council on recovery issues and help identify community needs.

The CRC tenure has been extended until the end of December 2025. In line with this, we are seeking expressions of interest for community representatives and the Independent Chair position.

Community representatives provide guidance and advice on community needs and co-design programs and projects to support recovery, while the Independent Chair is a paid position to facilitate meetings and guide the direction of the recovery program.

Community Preparedness Day:

This is a family-friendly day filled with educational children's activities, including:

• Educational children's activities
• Local flood risk information
• Emergency Relief Centre walk-through
• Support to develop your own household emergency plans
• Other interactive games and activities

A free barbeque and coffee cart will be available.

This event is a collaboration with Moonee Valley City Council, the Australian Red Cross and the Victorian State Emergency Service to support both flood-affected residents and the broader community.

Flood to Flourish is a new project that aims to find ways for communities, Councils, flood authorities and industry to work together to strengthen community flood resilience.  The project will co-design better ways for communities to play more active, ongoing roles in collaborative flood risk management and resilience strengthening.

Monash Sustainable Development Institute is partnering with local governments, floodplain managers, emergency services, industry, and most importantly, communities themselves, to deliver the project. 

Three partner communities are the focus of the project.  The Maribyrnong community, a regional Victorian community and a rural community in northern New South Wales.  The idea is that each community will be able to learn from each other.  Maribyrnong City Council are a project partner. 

Funding is being provided through the Australian Government’s Disaster Ready Fund.  $1.4m has been secured to conduct the first phase of Flood to Flourish.

The “methods and tools” that the project for communities and these other flood stakeholders to:

• Help everyone get on the same page about what’s most important to protect and the level of risk people want to accept.
• Determine shared priorities for flood management based on what they care about most.
• Design actions that work for everyone, together.
• Cement relationships so that these conversations can be ongoing.

  Phase 1 of Flood to Flourish is kicking off in June 2025 and runs through to October of 2026.  This phase is all about co-design — building trusted relationships with partner communities, understanding current flood management practices, and piloting early tools and methods.

  Dealing with flood risk and strengthening community resilience goes far beyond any single agency. It requires extensive collaboration that brings together governments, agencies, industry and importantly communities. But the reality is that, for a lot of complex reasons, communities don’t usually have a seat at the table when it comes to ongoing flood risk management. 

  The long-term ambition of Flood to Flourish is that community voice has a seat at the table alongside other key stakeholders in this space including developers, Councils, insurance companies.

  What the project will entail in Maribyrnong

  The team will be doing interviews and engaging with community members and groups to test our assumptions about the process. These will be done in ways that suit you.  They will also be talking to other key government and industry stakeholders

  They want to align with other programs to avoid duplication. They are very conscious of consultation fatigue and consultation that doesn’t lead anywhere.

  Later in the project we’ll be testing the methods and tools with community members and industry stakeholders.

  What you’ll gain from getting involved

• Have your voice heard and help give communities a seat at the table: share your local knowledge and lived experience to shape new ways of working that will enable communities to play active, ongoing roles in flood risk management, priority setting, and resilience strengthening
• Strengthen local capabilities: work alongside other community members and government agencies on flood risk and resilience to understand the Maribyrnong’s flood context, to measure existing community resilience, and to develop a shared vision for the future. 
• Connect and learn: connect with other communities around Australia to share what’s worked, explore new ideas and learn together.    

Guided by its Community Recovery Committee, Council is supporting the development of a program to build and maintain a network of community leaders in flood preparedness.

The network came together for the first time on 4 May 2025 to receive training and material to support them in their roles as community leaders in preparedness.

On 10 May 2025, a workshop was held with the Maribyrnong Community to begin the development of a Community Floood Plan.

The workshop involved a Q&A session with representatives from agencies involved in emergency planning. It also involved activities to identify actions to take before, during and after flood events based on community strengths, local knowledge, and past learnings.

The content collated by workshop participants is currently being collated will be developed into a community-led flood plan in collaboration with the flood network.

Maribyrnong City Council has received funding from the Victorian and Australian Governments to deliver a program of recovery support following the October 2022 flood. 

This funding is for activities and projects that support community connection, resilience building and connect flood-impacted communities with relevant services based on support needs. Program activities have been selected with the Community Recovery Committee (CRC) and are based on broader community input at the Maribyrnong Strengths and Opportunities Workshop in August 2024. 

Infrastructure projects and activities that benefit individuals only are considered ineligible under the grant agreement.

Due to its popularity, the free MAC membership program has been extended until December 2025. This program provides free memberships for residents impacted by the October 2022 flood. 

Registrations will be reopened for those who have not opted into a free membership.

Please note this program is for people impacted by the 2022 flood event. All free memberships conclude at the end of December 2025. 

Young people impacted by the October 2022 flood were invited to participate in a project to capture stories of young people's resilience. A series of workshops were held with 100 Story Building and Cohealth to enable young people to tell their stories of the flood in an effort to create a children's book to capture and share these stories. 

The workshops are now complete and the young authors' ideas are currently being collated into a story. Launch details are below:

Community Gardening: Winter Tree Pruning

This workshop will be taking place during the month of June – more details to come.

The Floods + Me Program was led by Victoria University and supported by a national team of researchers. It involved working closely with youth participants (aged 11 – 17) to tell youth stories of the October 2022 flood using art-based methods. Participants were considered youth researchers, with their ideas contributing to the national Floods + Me project.

On 19 May, the Maribyrnong community celebrated the launch of the Floods + Me Youth Exhibition currently on display at the Phoenix Youth Centre.

This exhibition showcases the powerful artwork of young participants supported by Victoria University, exploring youth perspectives of the October 2022 flood. Through photography, video, and art, the exhibition brings their experiences to life with striking creativity and emotion.

The community are invited to visit the exhibition during business hours at Phoenix Youth Centre in Footscray.

Following a suggestion from the broader community, the Community Recovery Committee (CRC) is establishing a walking group along the Maribyrnong River.

A Facebook group has been created by the CRC to manage the walking group. Frequency, day and time of walks will be determined by members.

This group is open to all community in the flood-impacted area of Maribyrnong.

Where to from here?

At the November CRC meeting, members ordered the projects identified at the workshop by level of priority. These are detailed in the table below:

Some projects will require involvement from other stakeholders. Stakeholder involvement has not been confirmed yet.

In order to progress these projects, the CRC has established project groups to collect community input in the design of these projects. Three project streams have been established:

• Preparedness, health and safety
• Social recovery and young people
• Financial and built environment recovery

14 October 2024 marked two years since the devastating Maribyrnong River Flood. The two-year mark serves as a stark reminder of the ongoing challenges faced by many, with community members still displaced, some rebuilding, others yet to begin. Many have made the decision to leave the area permanently.

Community Recovery Committee member, Andrew Monteiro acknowledges the ongoing impact of the flood on the community.

“This flood was devastating and is still impacting many people, however it has also brought out the best in community who came together to support one another. The response from community is worth celebrating.”

Andrew emphasised the importance of a “shared voice in recovery” to enable all of the community to be heard and stand together through the challenges and the wins.

A community event was held on Sunday 13 of October, at Coulson Gardens. The event provided a space for over 150 community members and their families to come together and connect over food and participate in a variety of activities throughout the day, including a Bunurong Cultural History Talk, Blackbird River Cruise trips, art activities, kids’ activities and henna.

Attendees were invited to dedicate a message to someone who supported them during or after the flood by writing a gratitude card at the event. A gratitude card display has been installed at the Maribyrnong Community Centre to showcase the messages dedicated alongside an artwork painted by community on the day. Community is invited to view the artwork and write your own card.

Around the World to Maribyrnong

We are inviting expressions of interest from community members interested in hosting a cooking class.

Should cooking classes proceed, dependent on the level of interest expressed, recipes will be collated, and a cookbook will be developed.

All cuisines are welcome, and no formal experience is required – we are simply looking for people with a passion for food and a willingness to share that passion with their community.

Planning and Building Assistance Rebate Scheme

The Department of Transport and Planning has announced a Planning and Building Assistance Rebate Scheme (PBARS). The scheme can assist with expenses for professional services, property-based assessments, and advice necessary for planning and building permit applications.  

Eligible homeowners may qualify to receive a rebate up to $3000 for costs associated with planning and/or building permit applications needed to repair or rebuild their homes destroyed or damaged by the flood. 

The scheme will be administered by Windermere Child and Family Services.

Connecting Community to Builders program

The Connecting Community to Builders program is here to help you get back on your feet after the October 2022 floods by connecting you with registered and available tradespeople who can assist in repairing or rebuilding your home.

Once you have registered, you will be sent a list of approved builders and tradespeople ready to work on your project. You can then directly communicate with your selected professional to coordinate the services that align with your needs.

Council building and planning advice

Community are welcome to book individual appointments for specific advice on flood-related building or property development issues. Council’s building and planning officers are happy to meet with residents on-site by request. This is the best way to receive practical advice, whilst viewing a property together.

If you prefer to discuss your plans elsewhere, please request a time to meet our building and planning officers at the Maribyrnong Community Centre, or suggest a location that suits you. Normal fees which apply to this type of advice have been waived as part of Council’s Flood Recovery Program.

Our officers are committed to walking you through Council’s application processes and policies, as well as identifying if you may need to engage an independent building surveyor or planning firm.

Community Recovery Services Guide

Council resolved on 18 June 2024 to continue rate support for eligible residents. Those with a dwelling that is still impacted by the flood can apply for 50% rebate off the Rates and Municipal Charge for the first, second, third and fourth rate instalments for the 2024/25 period.

Your application must include evidence of a dwelling on the property, along with evidence of the flood damage to the dwelling and that work is still required to repair that damage.

Property owners who were eligible for the above rebate but were required to demolish their dwelling, will be granted a rebate of 50% on the vacant residential land rates upon application, provided a Certificate of Occupancy is obtained within 24 months of the completed building demolition.

Please note the rebate does not apply for State Government Fire Service Levy.

To apply:

Complete the form below. There is an option to select all quarters on the form, and your application will be reassessed after each installment for eligibility. A 50% discount will be applied to each instalment if the dwelling is still impacted. We’ll communicate this via email. 

 If a resident opts to pay in full, the rebate will be applied for the entire year. We will contact them after the first instalment to request evidence, which will be the same for quarterly instalments.

We have removed the deferment option to prevent additional financial distress. Instead, we will offer assistance through the financial hardship option.

Once we have received your application, a member of our team will contact you to discuss your situation.

To complete the application, you will need your rates assessment number which can be found on your rates assessment notice.

Council undertook a door-knock of properties impacted by the floods to identify ongoing recovery needs, opportunities to provide support, and share information about recovery programs and initiatives. This took place between 28 August and 4 September.

Where possible, an information pack was left with information about recovery programs, support opportunities and more.

The Understanding our Community Post-Flood survey was designed to help us better understand the experiences and needs of members of our community impacted by the Maribyrnong River Flood in October 2022.

This feedback will inform ways to tailor our recovery program and assist Council to advocate to meet our community needs.

Thank you to everyone who provided comments; there were 65 responses in total.

The survey data highlighted there are still people unaware of the recovery support services available, and the need for Council to continue its advocacy efforts with external parties.

Key themes from respondents were mitigation/prevention, wellbeing, insurance challenges, communication, financial impact and warning systems/preparedness.

In terms of next steps, Council will:

• Develop an advocacy plan
• Host a community workshop for our community to continue to be heard as part of our recovery planning
• Door-knock flood impacted properties to assess recovery needs and provide information
• Extend the Tai Chi program until the end of 2024
• Create a recovery program card to collect feedback on recovery needs and how to meet them through the program.

Community Recovery Committee Review

The Community Recovery Committee was initiated to enable Council to receive advice and support from community on recovery issues, barriers and needs after the Maribyrnong River Flood in October 2022. The committee was also established to advise on the development and implementation of recovery and resilience programs and strategies.

The formation of the Community Recovery Committee was endorsed at the Council Meeting on 7 February 2023 and the first meeting was held in April 2023.

An independent review of the committee was conducted after eight months of operation to ensure it was functioning as planned.

A report was produced as part of the review. The report and the amended Community Recovery Committee Terms of Reference were received by Council on 19 March 2024.

As a result of the review findings, Council is making a number of changes to the committee including appointing an independent Chair, reopening expressions of interest for new members, and inviting agency representatives from GenWest and cohealth to join the committee.

Anyone with goods they are wanting to donate to help flood affected families should visit the GIVIT website where offers can be lodged.

On 26 April 2023, Council unanimously endorsed a submission to the Parliamentary Inquiry into the 2022 Victorian Floods. The submission provides suggestions on key actions to be undertaken to minimise the impacts of future events:

• A review of warning systems to ensure it is accessible to all in the community and information is provided in a consistent way.
• Improved coordination between different government agencies to ensure that roles are defined.
• A clear framework and agreements between relevant organisations and agencies in respect of clean-up activities, management of volunteers and the roll out of funding support.
• An assessment of current flood management and land use planning framework to ensure they are fit for purpose and mitigate the risks and impacts of future flood events.
• A mitigation plan, including funding, must be developed for Maribyrnong to minimise the impact of future flood events.

Maribyrnong City Council's submission to Melbourne Water's Maribyrnong River Flood Review

Council has lodged a formal submission to Melbourne Water’s Maribyrnong River Flood Review.

525 properties in the township were impacted during the October flood event with ongoing health, social and economic impacts still being felt.

In its submission Council seeks to challenge the narrow scope of the review, and in particular the specific exclusion of policy responses and mitigation measures.

It also addresses the impact of the event, noting rebuild and recovery processes are still underway, Flood Modelling and Warnings, the Flemington Racecourse Wall, Flooding and Land Use Planning, and Melbourne Water’s role in Emergency Management.

Council’s submission notes a number of areas where it believes the review needs to provide clear recommendations to ensure flood hazards and the impacts of future floods can be minimised.

On Tuesday 25 October, Council held a community meeting where representatives from Council, EPA, Disaster Recovery Australia, Emergency Recovery Victoria and cohealth were in attendance to share information with the community and answer questions.

On Thursday 15 December, we held a community meeting at Maribyrnong Community Centre with presentations given by Council, VicSES and Melbourne Water, facilitated by Victoria Police.
